一是打造开放型的特色产业体系。积极承接东部出口导向型，特别是劳动密集型产业链转移，扩大中亚等周边国家产品准入和进口规模，打造区域性国际初级产品加工配置基地和集散中心，建设特色农副产品、特色医药、炼化与纺织服装、装备制造、通用航空等产业集聚区。
二是构建联通欧亚的综合物流枢纽。建设乌鲁木齐陆港型、空港型国家物流枢纽，霍尔果斯边境口岸型国家物流枢纽，喀什国际贸易物流通道。目前，新疆正在加快实施中欧班列集结中心、欧亚国际道路运输中心、乌鲁木齐临空经济区等建设项目，推进公铁联运、铁海联运和陆港空港联动，推动国际联运规则衔接和标准互认，提升跨境大通道的畅通水平。这方面的工作成效已经初显，今年1-4月，乌鲁木齐国际陆港区开行中欧(中亚)班列435列、增长13.5%；霍尔果斯公路口岸货运车辆累计出入境达到6.86万辆，增长了2倍以上；乌鲁木齐、喀什机场国际货邮吞吐量增长了3倍以上。
三是提升贸易便利化水平。大力培育跨境电商，支持设立边境仓、国别产业园；创新外贸监管模式，实行了“公路口岸+属地”直通的一体化通关模式，通关效率提升了1倍以上。加快口岸现代化改造，推进智慧口岸建设。加强同中亚等周边国家的经贸合作，办好中国-亚欧博览会。加快建设“丝绸之路经济带法务区”，深化金融服务开放创新。
